النظام القانوني لنقل المواد الخطرة

Abstract

ملخص المواد الخطرة ضرورية في ميادين الصناعة و الزراعة و النشاطات العلاجية، لذا في تنقل عبر كافة أنحاء العالم بكل وسائط النقل (عبر الطرقات و السكك الحديدية، والأنهار،و عبر البحرو الجو)، وجدت اتفاقيات و توصيات دولية تنظم نقل المواد الخطرة حسب كل واسطة من وسائط النقل، للتقليل من مخاطر حوادث النقل، على غرار الاتفاقات الأوروبية لنقل المواد الخطرة عبر الطرقات و السكك الحديدية و الطرق المائية ، و المدونة الدولية البحرية لنقل المواد الخطرة، و التعليمات التقنية لمنظمة الطيران المدني و الاتحاد الدولي للناقلين الجويين). الجزائر صادقت على أغلب الاتفاقيات الدولية، و أصدرت عدة نصوص قانونية بخصوص نقل المواد الخطرة.

Résumé Les produits dangereux sont indispensable pour l’industrie, l’agronomie et la thérapie ; pour cela, elle sont transporté à travers le monde entière, avec tous moyennes ; routières , ferrée, fluviales, maritime et aérienne. Il y a des accords internationaux, et des recommandations qui régi le transport des matières dangereuses selon chaque mode de transport a fin de minimiser les risques, en cas des accidents tel que ( ADR,ADN , RID , IMDG et les instructions technique de OACI et IATA). L’Algérie à ratifié la majorité des conventions internationale, et promulgué un certain nombre de textes réglementaires dans ce domaine.

Abstract Hazardousproducts are essential for industry, agronomy and therapy; that’swhy, they are transported all over the world, withmany mode of transport; (road, rail, river, sea and air).each mode of transport of dangerousgoodsisregulated by international agreements, and recommendations,tominimize the risks, in case of accidents. For instance, (ADR, ADN, RID, IMDG and the technical instructions of ICAO and IATA). Algeria has ratified the majority of international conventions, and promulgated a number of law and regulations in this area.
