المعارضة البرلمانية في ظل التعديل الدستوري 2016

Abstract

الملخص: عرف التعديل الدستوري لسنة 2016 تطورا ملحوظا في مجال إعطاء مكانة للمعارضة البرلمانية ضمن إطار المجموعات البرلمانية حيث تم الاعتراف لها بجملة من الحقوق و الأدوات التي تجعلها تقوم بمهامها التشريعية و الرقابية على الحكومة ، مع التأكيد على حقها في تقرير جلسة شهرية للبرلمان و إعداد جدول أعمالها بالإضافة إلى قدرتها على إخطار المجلس الدستوري للرقابة على دستورية القوانين .

Résumé : L’amendement constitutionnel de 2016 a considérablement évolué dans le domaine de donner à l’opposition parlementaire une place dans le cadre des groupes parlementaires, reconnaissant un certain nombre de droits et d’instruments qui lui permettent d’exercer ses fonctions législatives et de contrôle sur le gouvernement, soulignant son droit de décider d’une session mensuelle du Parlement et de préparer son ordre du jour, et sa capacité de notifier la révision constitutionnelle au Conseil constitutionnel.

Abstract : The constitutional amendment of 2016 has evolved considerably in the field of giving the parliamentary opposition a place within the framework of the parliamentary groups, recognizing a number of rights and instruments that make it carry out its legislative and supervisory functions on the government, stressing its right to decide a monthly session of the parliament and prepare its agenda, and its ability to notify the Constitutional Council of the constitutional review.
