Abstract

Résume : Selon le décret présidentiel no 15/140, des districts administratifs ont été créés dans certains États, et la priorité était pour les États du sud, et cela était d'assurer un bon secret dans l'administration publique au niveau local. Malgré la controverse sur leur statut juridique, la loi algérienne a posé un autre problème en créant un nouvel organe au niveau local appelé la wilaya. Pour connaître l'étendue du succès du législateur algérien, il nous a fallu étudier la position juridique du gouverneur délégué dans la législation algérienne, considérant que sa position est l'une des plus hautes fonctions de l'État Abstract : According to Presidential Decree No. 15/140, administrative districts were created within some states, and the priority was for the southern states, and this was to ensure good secrecy in public administration at the local level.
