Abstract

ملخص المذكرة: تعد حاضنات الأعمال آلية حيوية وفعّالة أثبتت جدواها وأهميتها في تنمية ومساعدة المؤسسات الصغيرة والمتوسطة. فهي تسهم بشكل كبير في تنفيذ برامج التنمية الاقتصادية والاجتماعية والتكنولوجية، وتسهم في خلق فرص العمل الجديدة. تقوم حاضنات الأعمال بتقديم الدعم اللازم للمؤسسات الصغيرة والمتوسطة لتجاوز التحديات التي قد تعترض طريقها، مثل قصور المهارات الإدارية ونقص التمويل، وتعمل على تقليل معدلات الفشل التي تكون مرتفعة في المراحل الأولى من تأسيسها وظهورها. تختص اللجنة الوطنية المانحة لعلامة مؤسسة ناشئة، مشروع مبتكر، حاضنة أعمال، المنظمة بموجب المرسوم التنفيذي رقم 20-254، بمنح علامة حاضنة أعمال لكل هيكل تتوفر فيه الشروط اللازمة المحددة قانونا. Summary: Business incubators are a vital and effective mechanism that has proved useful and important in developing and assisting SMEs. They contribute significantly to the implementation of economic, social and technological development programmes and contribute to the creation of new jobs. Business incubators provide the necessary support to SMEs to overcome challenges they may encounter, such as inadequate management skills and lack of funding, and reduce failure rates that are high in the early stages of their establishment and emergence. The Nation Donor committee for an emerging enterprise label, innovative enterprise, business incubator, organized by executive decree No.20-254, is competent to award a business incubator mark for each structure that meets the legally required requirements.
