Abstract

الملخص بالعربية:قمت بدراسة المسؤولية الجنائية الدولية للرؤساء و القادة في مذكرة هذه وذلك من خلال فصلين تطرقت في الفصل الأول إلى السلطة في النظرية المعاصرة، والذي تطرقت فيه إلى إعطاء مفهوم لرئيس الدول وتمييزه عن القائد والمرؤوسين ومهمات رئيس الدولة والحصانات الممنوحة للرئيس على المستوى الوطني والدولي. أما في الفصل الثاني فعالجت فيه المسؤولية الجنائية الدولية الفردية، من الخلال التطور التاريخي لهذه المسؤولية وتبعات تقريرها، ومتى تثبت المسؤولية الجنائية للرئيس وحالات عدم الاعتداد بالحصانة، المسؤولية الناجمة عن تنفيذ أوامر رئيس الدولة. Adresse: la responsabilité pénale des dirigeants et chefs internationaux Résumé Français :Je ai étudié la responsabilité pénale internationale des chefs et leaders dans ce mémorandum, à travers les deux abordé dans le premier trimestre au pouvoir en théorie contemporaine, qui a touché sur elle pour donner la notion de chef de l'Etat et de la distinguer du commandant et ses subordonnés et les tâches du Chef de l'Etat et immunités accordés à la tête de l'échelon national et international. Dans le deuxième chapitre Faljt la responsabilité individuelle pénale internationale, de toutes sortes de l'évolution historique de cette responsabilité et les conséquences de son rapport, et quand à prouver la responsabilité pénale du Président et des cas d'immunité non-soi, la responsabilité découlant de la mise en œuvre du chef de commandes de l'État.
