التعاون الدولي في مجال مكافحة الهجرة غير الشرعية

Abstract

الملخص: تعد الهجرة غير الشرعية ظاهرة عالمية مستجدة تواجه المجتمع الدولي، حيث أصبحت تشكل تهديدا خطيرا لأمن واستقرار كل من دول المصدر والعبور والاستقبال. مع تزايد أعداد الوافدين غير الشرعيين وتنامي الآثار السلبية لهذه الظاهرة، وارتباطها ببعض الجرائم الأكثر خطورة كتهريب المهاجرين، الاتجار بالبشر والمخدرات، تتزايد الحاجة لتكاثف جهود الأسرة الدولية لمكافحة هذه الظاهرة أو حتى التخفيف من حدتها. وبالرغم من كل هذا تبقى الحلول المنتهجة في سياسة المكافحة حلولا سطحية ومؤقتة بسبب عدم ملامستها للأسباب الحقيقية لحركة الهجرة غير الشرعية، فإعادة النظر في سياسة المكافحة أصبحت ضرورة حتمية.

Abstract :

Illegal immigration is an emerging global phenomenon facing the international community, as it has become a serious threat to the security and stability of both the countries of origin, transit and reception. With the increasing number of illegal immigrants along with the growing negative effects of this phenomenon and its relation with some of the most serious crimes such as: migrants smuggling, human and drug trafficking, the need to intensify the efforts of the international community to combat this phenomenon, or even mitigate its severity, is increasing. Despite all this, the solutions adopted in the control policy remain superficial and temporary because they do not deal with the root causes of the illegal immigration movement. Thus, reconsidering the control policy has become imperative.

Résume : L'immigration clandestine/illégale est un phénomène mondial émergent auquel la communauté internationale est confrontée, car elle est devenue une menace sérieuse pour la sécurité et la stabilité des pays d'origine, de transit et de réception. Avec le nombre croissant d'immigrants illégaux ainsi que les effets négatifs croissants de ce phénomène et sa relation avec certains des crimes les plus graves tels que le trafic de migrants, le trafic d'êtres humains et de drogue, la nécessité d'intensifier les efforts de la communauté internationale pour lutter contre ce phénomène, voire d'en atténuer la gravité, s'accroît. Malgré tout cela, les solutions adoptées dans la politique de contrôle restent superficielles et provisoires car elles ne touchent pas aux véritables causes du mouvement d'immigration clandestine. Reconsidérer la politique de contrôle est devenu un impératif.
