دورمجلس الامن الدولي في حماية الاطفال أثناء النزاعات المسلحة

Abstract

الملخص : أدخل مجلس الأمن الدولي في اختصاصه الأساسي في حفظ السلم والأمن الدوليين مهمة حماية الطفل خلال النزاعات المسلحة الدولية، وغير الدولية، وقد استند في ذلك على السلطات المخولة له بموجب ميثاق الأمم المتحدة وإلى المبادئ الدولية الإنسانية. ومن أجل ضمان احترام وتنفيذ هذه القواعد أصدر مجلس الأمن قرارات تنطوي على فرض عقوبات اقتصادية واستخدام القوة المسلحة من جهة، ومن جهة أخرى تفعيل الجزاء الجنائي الدولي. Résumé : Le conseil de sécurité a intégré dans ses compétences essentielles qui sont le maintien de la paix et de la sécurité internationale, le rôle de la protection des enfants pendant conflits armés à caractère internationaux et non internationaux, il fond sa compétence en la matière sur les pouvoirs qui lui sont conférés par la charte des Nations Unies et sur les principes internationaux d’humanité. Dans le but d’assurer le respect et l’exécution de ses règles, le conseil de sécurité adopte des résolutions ayant pour but d’imposer des sanctions économiques et, au besoin d’utilisation de la force armée d’une part, et la mise en œuvre de la sanction pénale internationale d’autre part.

Abstract: The Security Council, as its primary mission in maintaining international peace and security, has assigned the task of protecting the child during international and non-international armed conflicts leaning on the powers vested to it by the Charter of the United Nations and on international and humanitarian principles. In order to ensure respecting and implementing these rules, the Security Council adopted a resolution that entails the imposition of economic sanctions and the use of armed force on the one hand, and on the other hand the activation of international criminal punishment.
