Abstract

الملخص: تعتمد الحكومة الإلكترونية على تسخير تكنولوجيا المعلومات والاتصال في تطوير أداء المؤسسات الحكومية، بما يُسهم في تعزيز الكفاءة وتحقيق الفعالية في إنجاز المهام والأهداف المسطرة وتُعد هذه التكنولوجيا عاملًا محوريًا في إحداث تحوّلات عميقة على مستوى أنماط العمل داخل المرافق العمومية. ويمثل تبنّي نظام الحكومة الإلكترونية نقلة نوعية في أساليب التسيير والإدارة، إذ يتجاوز النماذج التقليدية نحو مقاربات أكثر حداثة ومرونة. وينعكس هذا التحول إيجابًا على صورة المرفق العام، من خلال الابتعاد عن البيروقراطية والجمود، وتبنّي نموذج يُميزُه الانفتاح، الشفافية، وجودة الخدمة. Abstract: E-government relies on harnessing information and communication technologies to improve the performance of public institutions, therebyenhancingefficiency and ensuring effective achievement of organizational goals. This technology serves as a key driver in reshapingwork patterns within public services. The adoption of an e-government system represents a paradigm shift in management and administrative approaches, movingawayfromtraditionalbureaucraticmodelstoward more modern, flexible, and citizen-focused practices. This transformation contributes to redefining the public sector’s image by promotingtransparency, responsiveness, and high-quality service delivery. Résumé: Le gouvernement électronique repose sur l’exploitation des technologies de l’information et de la communication pour améliorer les performances des institutions publiques, contribuant ainsi à renforcer l'efficacité et à atteindre les objectifs fixés. Ces technologies constituent un facteur clé dans la transformation profonde des modes de fonctionnement au sein des services publics.

L’adoption du système de gouvernement électronique représente un tournant qualitatif dans les méthodes de gestion et d’administration, dépassant les
