الخوصصة كآلية لتقليص مساحة القطاع العام الاقتصادي

Abstract

الملخص يعد موضوع الخوصصة أو بما يعرف بتحويل الملكية العامة إلى القطاع الخاص محور اهتمام عالي ملحوظ في الفترة الأخيرة فقد اتجهت العديد من دول العالم وتوجهاتها السياسية والاقتصادية إلى التخلي عن الكثير من المؤسسات الاقتصادية العامة واسنادها إلى القطاع الخاص للتخلص من تبعات الأزمات الاقتصادية والمالية التي عصف بها وتحقيق نتائج إيجابية وتستند هذه العملية إلى فكرة رئيسية مفادها تخفيض نسبة مساهمة القطاع العام في رأسمال الشركة والتي تتحقق من خلال نقل الأسهم أو الأصول المملوكة للقطاع العام إلى القطاع الخاص، وقد قام المشرع الجزائري يضبط هذه العملية عن طريق تحديد آليات تنفيذها وطريقة تفصيلها، غير أنه ككل عملية إصلاحية تشمل قطاع معي يكون لها تبعات إما إيجابية أو سلبية. Résumé : Les orientation actuelles pollitiques et èconomiqus des ètats convergent vers la privatisation de la proprietè publique afin d'èviter des crises economiques et finanesière pour concrètiser des rèsultats posètifis d'u secteur public et le transfer.dans le cadre des objectifs dèja fixes copendant tous processus de reforme qui inclut un secteur spècifique a des consequences nègatifs. La privatisation des institutions publiques economiques a affcte le volet social de la cotegorie du travail en particulier taux de chomage les licenciements et ont engmentè ce qui conduit à la pauvretè du developpement de l’encadrement et de la gestion de ces institution Summary: The issue of privatization,or what is know as the transfer of public ownership to the private sector,is the focus of significant global attention. Only recently have many countries of the world and their political and economic orientation tended to abandon many public economic institutions. And assigning is to the private sector to get rid of the consequences of the economic and financial crises that struck it and achieve positive results. This process is bases on the main idea of reducing the percentage of public sector contribution to the company’s capital. To achieve this through the transfer of shares and assets owned by the public sector to the private sector .the Algerian project has included this process by specifying the mechaninms for its implementation and the method of detailing it. However,every reform process that includes a specific sector is either positive or negative.
