Abstract
This dissertation examines the construction of the British Welfare State between 1945 and 1951, presenting it as a far-reaching civilisational project rather than a simple sequence of social legislation. It investigates how, amid severe post-war austerity, economic hardship, and accelerating imperial decline, the Attlee government built a comprehensive system of social protection that turned welfare into a recognised right of citizenship and reshaped the moral and cultural foundations of British national identity. Drawing on primary material such as the Beveridge Report, Hansard parliamentary debates, Cabinet and departmental archives, and Mass-Observation testimony, alongside both classic and revisionist secondary scholarship, the study adopts a qualitative, historically grounded methodology. It places T. H. Marshall's concept of social citizenship at the centre of its theoretical framework and situates the analysis within the wider concerns of British Civilisation Studies. The research traces the ideological and institutional roots of the settlement in New Liberalism, ethical socialism, and the pre-war Liberal reforms; analyses the political battles surrounding the creation of the National Health Service and the National Insurance system; and assesses the settlement's social impact and its role in redefining citizenship and national identity at a moment of imperial retreat. The dissertation argues that the years 1945-1951 constituted a deliberate and transformative renegotiation of the British social contract, placing universality, mutual obligation, and need above ability to pay at the heart of public life. It concludes that this period deserves to stand alongside earlier constitutional turning points in British history, having established institutions, above all the National Health Service, that continue to shape how Britons understand citizenship, fairness, and belonging.
