Abstract

الملخص: تعتبر الإدارة الالكترونية أحد أهم الاستراتيجيات المتبعة في تفعيل المرفق العام وتقريب الإدارة من المواطن أكثر وتحسين الخدمة، وما أفرزه هذا المشروع من تحولات على مستوى المرافق العامة وهذا ما جعلنا نتجه نحو مقولة نهاية الإدارة التقليدية، خاصة وأن نموذج الإدارة الإلكترونية يوفر الكثير من فرص النجاح والوضوح والدقة والجودة في تقديم الخدمات وانجاز المعاملات، وبالتالي فهو يمثل والعراقيل التي تواجه هذا نقلة نوعية في تسهيل وتقديم الخدمة , بالرغم من وجود الكثير من النقائص الأسلوب المستحدث في الإدارة الجزائرية بصفة عامة و المرفق العام بصفة خاصة Résumé: La gestion électronique est l’une des stratégies les plus importantes suivies pour activer les installations publiques, rapprocher l’administration des citoyens et améliorer le service, ce qui a entraîné des changements au niveau des services publics. L’exactitude et la qualité de la prestation des services et de la réalisation des transactions constituent donc les obstacles à ce changement qualitatif dans la facilitation et la fourniture du service, malgré l’existence de nombreuses lacunes dans la méthode introduite dans l’administration algérienne en général et dans les établissements publics en particulier. Summary: The electronic management regarded as the most important strategy which is followed in order to serve the citizen and make administration near to help him in any time. Also to improve the service's conditions ,This new program leads to many changes at the level of public utilities and of course these changes have led us to move towards the end of traditional The electronic management provides a lot of opportunities for success, accuracy and quality to serve the citizens. this new way of the management helps to make the services easier than before although there are many obstacles which face this new approach in the Algerian administration.
