Abstract

ملخص أصبحت قضية اللاجئين و طالبي اللجوء ظاهرة إنسانية، من أبرز القضايا التي عرفت تفاقما كبيرا في ظل النزاعات التي يشهدها العالم اليوم. هذا دفع بالمجتمع الدولي للتدخل لتوفير الحماية لهذه الفئة، بوضع إستراتيجية لحمايتهم، برزت على مستويين أولهما قانوني يتمثل في إبرام الاتفاقيات الدولية و الإقليمية، و سن العديد من الصكوك و المواثيق أما المستوى الثاني فهو عملي، تمثل في إنشاء المفوضية السامية للأمم المتحدة لشؤون اللاجئين ، بالإضافة إلى الجهود المبذولة من قبل المنظمات الدولية غير الحكومية كاللجنة الدولية للصليب الأحمر. Résumé La question des réfugiés et des demandeurs d’asile est devenue un phénomène humanitaire, l’un des problèmes les plus importants qui a été considérablement exacerbé face aux conflits d’aujourd’hui. Cela a incité la communauté internationale à intervenir pour protéger ce groupe, en élaborant une stratégie de protection, qui a émergé à deux niveaux, dont le premier est légal, la conclusion de conventions internationales et régionales, la promulgation de nombreux instruments et chartes, et le deuxième niveau est pratique, représenté dans la création du Haut Commissariat des Nations Unies pour les réfugiés, en plus des efforts des ONG internationales telles que le Comité international de la Croix-Rouge. Summary The issue of refugees and asylum seekers has become a humanitarian phenomenon, one of the most prominent issues that has been greatly exacerbated in the face of today's conflicts. This prompted the international community to intervene to provide protection for this group, by developing a strategy to protect them, which emerged on two levels, the first of which is legal, the conclusion of international and regional conventions, the enactment of many instruments and charters, and the second level is practical, represented in the establishment of the United Nations High Commissioner for Refugees, in addition to the efforts of international NGOs such as the International Committee of the Red Cross.
