الملخص: إن التفويض الإداري ممارسة ضرورية في الحياة العملية الإدارية الهادفة إلى تخفيف العبء عن الإدارة المركزية و عن الرئيس الإداري و قد يتشابه مع بعض الأنظمة صوريا و يختلف معها من الناحية العملية وخاصة من ناحية الإجراءات و التفويض على نوعين في الممارسة الإدارية تفويض التوقيع و تفويض الاختصاص و يلزمه شروط من اجل صحة الأعمال الصادرة ضمنه و يرتب إعمال التفويض بطريقة قانونية صحيحة مسؤولية على المفوض من خلال سلطاته في إمكانية التفويض وآثار الرقابة عليه وأيضا مسؤولية على المفوض إليهفي تنفيذ الاختصاصات المفوضة إليه و القوة القانونية التي تتميز بها القرارات التي يصدرها هذا المفوض.
