مكانة السلطة التفيذية في النظام السياسي الجزائري بين الأحادية والثنائية

Abstract

الملخص لقد تبوأت السلطة التنفيذية في النظام السياسي الجزائري مكانة متميزة عبر تطور الدساتير الجزائرية، فقد تميزت بالأحادية في مرحلة الحزب الواحد مجسد في رئيس الجمهورية الذي يمثل الحكومة، وعرفت في مرحلة التعددية السياسية يعدم ثباتها واستقرارها، من ثنائية موضوعية بوجود رئيس الحكومة، وثنائية شكلية بوجود الوزير الأول، وصولا إلى الحالة الفريدة التي جاء بها التعديل الدستوري لسنة 2020 بدمج المنصبين في دستور واحد.

Résumé : Le pouvoir exécutif du système politique algérien a pris une place privilégiée à travers le développement des constitutions algériennes, caractérisées par l’unilatéralisme au stade du parti unique incarné par le Président de la République, qui comprend le gouvernement, et était connu au stade du pluralisme politique pour exécuter sa stabilité et sa stabilité, de la dualité objective de la présence du Premier ministre, et la dualité formelle de la présence du Premier ministre, à la situation unique de l’amendement constitutionnel de 2020 en fusionnant les deux positions en une seule constitution.

Abstrat: The executive power of the Algerian political system has taken a privileged place through the development of the Algerian constitutions, characterised by unilateralism at the stage of the single party embodied by the President of the Republic, which includes the government, and was known at the stage of political pluralism for executing its stability and stability, from the objective duality of the presence of the Prime Minister, and the formal duality of the presence of the Prime Minister, to the unique situation of the constitutional amendment of 2020 merging the two positions into one constitution.
