    الملخص: إن وجود فكرة مبدأ حياد الإدارة العمومية في القانون الإداري من المتطلبات الأساسية على مستوى المرافق العمومية باعتبارها الأداة الرئيسية لتقديم الخدمة العمومية للمواطنين وهو مظهر من مظاهر تحقيق دولة القانون ككل المفاهيم السياسية مبدأ الحياد نسبي يتطلب الاهتمام بكل الاعتبارات التي تؤثر عليه من قريب أو من بعيد وحمايته من خلال وضع ضمانات دستورية وتشريعية. Résumé : La présence du principe de neutralité de l'administration publique dans le droit administratif est une exigence fondamentale au niveau des établissements publics, le considérant comme l'outil principal pour fournir des services publics aux citoyens. C'est un aspect de la réalisation de l'État de droit, comme d'autres concepts politiques. Le principe de neutralité est relatif et nécessite de prendre en compte toutes les considérations qui l'affectent de près ou de loin, et de le protéger par des garanties constitutionnelles et législatives. Abstract . The presence of the principle of neutrality of public administration in administrative law is a fundamental requirement at the level of public facilities, considering it as the main tool for providing public services to citizens. It is an aspect of realizing the rule of law, like other political concepts. The principle of neutrality is relative and requires attention to all considerations that affect it directly or indirectly. It should be protected through the establishment of constitutional and legislative guarantees.

    انتخابات المجالس المحلية البلدية في التشريع الجزائري

    ملخص أقر المشرع الجزائري نظاما قانونيا خاصا للانتخابات بصفة عامة وانتخاب المجالس المحلية البلدية بصفة خاصة ،المجالس المحلية البلدية بصفة خاصة ،وذلك لضمان شفافية ونزاهة ، هذه الانتخابات وأخلقتها ،بدءا من الحملة الانتخابية إلى غاية ظهور النتائج ، وهذا ما نجده في الأمر رقم 21-01 المتضمن العضوي للانتخابات والنصوص التطبيقية له .. Résume : Le législateur algérien a approuvé un régime juridique spécial pour les élections en général et l'élection des conseils communaux locaux en particulier, et des conseils communaux locaux en particulier, afin d'assurer la transparence et l'intégrité, ces élections et leur création, à partir de la campagne électorale jusqu'à la des résultats apparaissent, et c'est ce que l'on retrouve dans l'Ordonnance n° 21-01 portant Organe des Elections et ses textes d'application. Abstract : The Algerian legislator approved a special legal system for elections in general and the election of local municipal councils in particular, and local municipal councils in particular, in order to ensure transparency and integrity, these elections and their creation, starting from the electoral campaign until the results appear, and this is what we find in Order No. 21-01 containing the organic Elections and its implementation texts.
