الخوصصة في الجزائر

Abstract

Abstract : Public economic institutions initially had the primary goal of serving the public interest. However, their objectives evolved alongside changes in the country's institutional and economic systems. Algeria’s transition from a socialist system to a privatization regime fundamentally altered the goals of public economic institutions, which previously pursued only the public interest, and now aim to achieve financial profit after their privatization. To support this new objective, the legislator provided these institutions with material and human resources, in addition to subjecting them to a special legal regime. Keywords: Privatization, public economic institution, public interest, financial profit. الملخص: المؤسسات العمومية الاقتصادية كانت لها هدف أساسيو هو تحقيق المصلحة العامة، ولكن أهداف هذه المؤسسات تغيرت بتغير الأنظمة المؤسساتية والاقتصادية للبلاد، فانتقال الجزائر من نظام اشتراكي إلى نظام الخوصصة غير جذريا أهداف المؤسسات العمومية الاقتصادية التي لم يكن لها في السابق إلا هدف واحد وهو تحقيق المصلحة العامة وأصبحت تسعى إلى تحقيق الربح المالي بعد عملية خوصصتها، وسعيا لتحقيق هذا الهدف زود المشرع هذه المؤسسات بإمكانات مادية وبشرية، إلى جانب خضوعها لنظام قانوني خاص.
