Abstract

ملخص تعتبر الدبلوماسية أحد أهم الوسائل التي تستعملها الدولة لتنفيذ سياستها الخارجية في التعامل مع الدول، وللتواصل فيما بينهم وفق قواعد القانون الدولي والاتفاقيات الدولية التي تم وضعها لتنظيم العمل الدبلوماسي أهمها: اتفاقية فيينا للعلاقات الدبلوماسية سنة 1961، واتفاقية فيينا للبعثات الخاصة لسنة 1969. وذلك عبر أجهزتها المركزية واللامركزية التي تقوم بإدارة علاقاتها الدبلوماسية وتمثيلها في المحافل الدولية، وفي الدولة المضيفة. كما تعتبر الدبلوماسية أحد الحلول لأي إشكال في المجتمع الدولي وهي أحد وسائل ترسيخ السلم والأمن الدوليين. . Résumé: La diplomatie est considérée comme l'un des moyens les plus importants utilisés par l'État pour mettre en œuvre sa politique étrangère dans ses relations avec les États et pour communiquer entre eux conformément aux règles du droit international et aux accords internationaux qui ont été établis pour réglementer le travail diplomatique, la les plus importantes sont : la Convention de Vienne sur les relations diplomatiques de 1961 et la Convention de Vienne sur les missions spéciales de 1969. Cela se fait par l'intermédiaire de ses agences. Centralisation et décentralisation qui gère ses relations diplomatiques et la représente dans les forums internationaux et dans le pays hôte pays. La diplomatie est également considérée comme l'une des solutions à tout problème de la communauté internationale, et elle est l'un des moyens de consolider la paix et la sécurité internationales.
