الارهاب الدولي وآليات مكافحته

Abstract

الملخص: لقد اصبح الارهاب ظاهرة خطيرة تهدد الحياة اليومية للإنسان في أي مكان في العالم ، كما ان هذه الظاهرة الاجرامية لم تعد ذات صفة محلية أو اقليمية ترتبط بدولة ما أو بحضارة بعينها، لكن الحقيقة التي تؤكدها الأحداث في كل لحظة أن هذه الظاهرة بلا وطن و لا دين و لا هوية. ونتيجة لانتشار الأعمال الارهابية على المستوى الدولي أدرك المجتمع الدولي أن الارهاب أصبح خطرا استراتيجيا يهدد جميع الدول. ولذا فقد تظافرت الجهود الدولية لتجريم الأفعال المكونة للجريمة الارهابية تهدف الى ايجاد وسائل تكون قادرة على منع وقمع الارهاب الدولي.

Résumé : Le phénomène du terrorisme ne s’attachant à aucun pays ni région du globe et sans lien avec aucune religion, constitue, désormais, une menace réelle pour chaque individu dans tous les pays du monde. Relevant la nécessité impérieuse de faire face au danger du phénomène, la communauté internationale a par suite, réagi en élaborant un dispositif juridique international relatif à la répression des actes terroristes internationaux.

Summary: The phenomenon of terrorism, which is unrelated to any country or region of the world and unrelated to any religion, is now a real threat to every individual in every country in the world. The international community, responding to the imperative need to confront the danger of the phenomenon, has reacted by developing an international legal framework for the suppression of international terrorist acts.
