Abstract

الملخص: تهدف حوكمة الصفقات العمومية إلى ضمان فعالية الإنفاق العام وشفافيته من خلال وضع قواعد وإجراءات واضحة، ترتكز على مبادئ أساسية هي: المنافسة الشريفة، والنزاهة، والشفافية، والمساءلة، والكفاءة، تطبق على مراحل إجراءات الإبرام ، بدء من التخطيط ووصولا إلى تنفيذ الصفقة، بما يحقق نجاعة الطلبات العمومية وكذا تحقيق التنمية المستدامة، كما تسعى لمنع الفساد وهدر المال العام وتعزيز ثقة المواطنين والمستثمرين. Résumé : La gouvernance des marchés publics vise à garantir l'efficacité des dépenses publiques et leur transparence en établissant des règles et des procédures claires. Elle s'appuie sur des principes fondamentaux que sont : la concurrence loyale, l'intégrité, la transparence, la responsabilité et l'efficacité. Elle s'applique à toutes les étapes des procédures de passation, depuis la planification jusqu'à l'exécution du marché, afin d'assurer l'efficacité des commandes publiques ainsi que la réalisation du développement durable. Elle cherche également à prévenir la corruption et le gaspillage des deniers publics, et à renforcer la confiance des citoyens et des investisseurs Summary: Public procurement governance aims to ensure the effectiveness and transparency of public spending by establishing clear rules and procedures. It is based on fundamental principles: fair competition, integrity, transparency, accountability, and efficiency. It applies to all stages of the contracting procedures, from planning to the execution of the contract, to ensure the efficiency of public procurement and the achievement of sustainable development. It also seeks to prevent corruption and the waste of public funds, and to strengthen the confidence of citizens and investors.
