    ملخص يعد الوزیر الأول الرئیس الإداري الأعلى في جهاز الحكومة باعتباره المسیر والمشرف على العمل الإداري داخل هذا الجهاز وتظهر العلاقة بین الوزیر الأول و رئیس الجمهوریة من خلال تعیین هذا الأخیر للوزیر الأول وإنهاء مهامه كما أن الوزیر الأول مسئول أمام المجلس الشعبي الوطني من خلال عرض مخطط عمل الحكومة و بمناسبة مناقشة بیان السیاسة العامة. وخلاصة القول نستنتج أن الوزیر الأول رغم نص الدستور على بعض الاختصاصات المنفردة للوزیر الأول إلا انه یعتبر مستقل استقلالیة نسبیة عن رئیس الجمهوریة ویعتبر أداة في ید هدا الأخیر لتنفیذ سیاسته. Résumé Le premier ministre est le chef administratif suprême de l'appareil gouvernemental en tant que superviseur des travaux administratifs au sein de cet organe. La relation entre le premier ministre et le président est indiquée par la nomination de ce dernier au premier ministre et la cessation de ses fonctions. Le premier ministre est responsable devant l'Assemblée populaire nationale en présentant le plan d'action du gouvernement Et à l'occasion de la discussion de la déclaration de politique. L'essentiel est que le premier ministre, malgré les stipulations de la constitution sur certains de ses mandats, soit indépendant de l'indépendance du président et soit considéré comme un outil entre ses mains pour mettre en œuvre sa politique. Abstract The first minister is the supreme administrative head of the government apparatus as the supervisor of administrative work within this body. The relationship between the first minister and the president is indicated by appointing the latter to the first minister and ending his duties. The first minister is accountable to the National People's Assembly by presenting the government's plan of action and on the occasion of the discussion of the policy statement. The bottom line is that the first minister, despite the constitution's stipulation on some of the terms of reference of the first minister, is independent of the president's independence and is considered a tool in the latter's hands to implement his policy.

    الملخص: تعتبر مؤسسة رئاسة الجمهورية الممثل في شخص الرئيس أعلى هيئة أو مؤسسة دستورية في ذلك ، وقد مرت الجزائر بظروف أدت بعده تعديلات دستورية مست هذا الهرم المؤسساتي ، فكيف كان تأثير هذا التعديل على سلطات رئيس الجمهورية. Résumé : L’institution de la présidence de la république représentée par la personne du président est considérée comme la plus haute instance ou institution constitutionnelle , en cela l’algerie a connu des circonstances qui ont conduit a plusieurs amendements constitutionnels qui ont affecté cette hiérarchie institutionnels , comment cet amendement a-t-il affecté les autorités du président de la republique. Abstract: The institution of the presidency of the republic represented in the person of president , is considered the highest constitutional body or institution , in that , Algeria went through circumstances that led to several constitutional amendments that affected in this institutional hierarchy , How did this amendment affect the authorities of the president of the republic ?
